The real reason is because another modder got called out for working on some unsavory mods for the sims 4 in the past and now Turbo wants to distance himself from him as much as he can even though Turbo had teen-adult relationships (which would have been pre-pubescent because the teens literally didn't change anything except confirming they were 17-18) and incent in past versions of Wicked Whims. Turbodriver felt because acne was present, the teens that look 25 years old in the game (literally they have never even looked like teens, first time I played I thought you went from kid to adult), are now 'pre-pubescent' despite acne occurring during puberty not before it.
